Good Questions :

1) You need to have a private limited firm for DOT licence

2) Legally you CANT start your Ops unless you have DOT licence.But you can start your Ops.As 100% legalities is diff to maintain.

3) No idea about " normal license costing Rs 1000 only."... Kindly EXPLAIN

I dont think you are a call centre classify yourself as Cantact centre you only need a normal license costing Rs 1000 only. Easly to get the paper work done.
